Three of the Seven Suspended Operators Reinstated by Brazilian Regulator
On Friday, the Secretariat of Prizes and Bets (SPA) took the significant step of suspending seven betting operators due to non-compliance with mandatory security assessment report submissions. Notably, three of these operators, including Pixbet, have already regained their operational licenses.
The suspension was enforced as these companies failed to deliver the necessary security evaluations mandated by Brazilian regulations. Article 8 of Normative Ordinance No 722 clearly outlines that operators must submit a thorough evaluation of their betting systems within 90 days of receiving their license, certified by an entity recognized by the regulator.
The SPA emphasized that the lack of these reports poses a risk not only to customer safety but also jeopardizes economic integrity and hampers efforts against money laundering.
Non-compliance could lead to further sanctions, with fines reaching BRL 40,000 ($6,960) per day for those who persist in violating these requirements.
Currently, four operators remain suspended as EA Entretenimento e Esportes and Bet.Bet Soluções Tecnológicas SA have confirmed the submission of the required documentation, while federal court actions led to the swift reinstatement of Pixbet’s license.

Pixbet’s License Reinstatement
This isn’t the first time Pixbet has faced suspension; it previously lost its license in April for not providing the necessary technical certifications. However, the decision was quickly overturned by federal Judge Anderson Santos da Silva, highlighting the legal complexities surrounding these regulatory actions.
Pixbet asserted that the initial suspension was not only unwarranted but also inflicted considerable economic and reputational harm, particularly given its significant sponsorship deal worth BRL 470 million with Flamengo, a premier Brazilian football club.
In both instances, the court acted swiftly to reinstate Pixbet before impending Flamengo matches. In this latest decision, Judge Leonardo Tavares Saraiva recognized the urgency of the situation and granted a temporary injunction, allowing Pixbet and its associated brands to continue operations without interruption.
Legal expert Fabio Ferreira Kujawski has criticized the SPA’s response, arguing that suspensions should be reserved for severe, repeated violations. He advocates for a more measured approach, suggesting that alternative penalties, such as warnings or fines, should be considered before resorting to license suspensions.
