Matt Holt, a seasoned expert in the gambling sector, has been appointed as the new CEO of Gaming Compliance International (GCI). Previously, Holt was the driving force behind IC360 (formerly US Integrity), a leading organization dedicated to monitoring the integrity of sports betting. His tenure there established him as a pivotal figure in the industry, renowned for his ability to alert leagues, operators, and regulators to signs of questionable betting conduct. Holt’s experience also includes a significant role as COO at Cantor Gaming.

Harnessing AI for Game-Changing Compliance
One major factor behind Holt’s transition to GCI is the firm’s innovative technology, which he describes as market-ready. This AI-driven platform stands out by offering regulators advanced data analytics, providing valuable insights for a diverse range of stakeholders, including those in emerging markets beyond the United States. Holt noted that their AI systems track over two billion transactions daily in select jurisdictions.
“The AI component was a significant selling point for me, highlighting the essential role of such technology in contemporary regulated markets,” Holt remarked in an interview with iGB.
Holt pointed to the achievements of GCI’s parent company, MegaXcess, as a testament to the platform’s efficacy. MegaXcess has partnered with the Philippines government, actively working to combat its illegal online gambling sector. Their efforts have led to an astonishing 84% reduction in black market online gaming revenue in the first quarter of 2025 compared to two years prior.
Tackling the Illicit Landscape
Holt is optimistic about GCI’s capability to address black market challenges. He explained that identifying bettors operating on illegal sites can be complex, as many syndicate leaders disguise their activities. When these participants re-enter the regulated market, it raises significant integrity concerns. By leveraging GCI’s intelligence, regulators can proactively minimize the risks associated with such activities.

By providing regulators with critical information regarding payment processes, data handling, gaming providers, and real-time sports odds, GCI empowers authorities to either disrupt these operations or explore licensing opportunities.
Moreover, Holt praised GCI’s automated auditing features, which facilitate accurate tax collection in real-time, helping regulators create better budgets and maintain visibility into online gambling activities within their jurisdictions.
An Edge in Regulated Gaming
Recent events in college sports reinforce the timeliness of GCI’s mission. The NCAA’s recent decision to permanently ban several former players for betting on games they participated in highlights ongoing integrity breaches. Holt played a crucial role in identifying suspicious betting behaviors involving Temple’s games earlier this year.
With a rich history that includes launching Nevada’s first mobile sports betting app while at Cantor Gaming, as well as serving on the board of the Fantasy Sports & Gaming Association, Holt brings a wealth of knowledge to GCI.
